Create a cube go into edit mode select al faces and rotate a few degrees along Y axis
Transform orientation is set to Global
Select top face and extrude , by default it will extrude along the face normal
When pressing z it will now extrude along the local z -axis
Now when pressing z again , it will not go back to face normal mode

When doing al this in object mode , there is no problem

This is not really a bug but a design issue.

The issue is because the primary orientation set by the user is ignored for Extrude, and always uses Normal. Extrude in Blender has always assumed you want to extrude along the normal, and while it is often handy, it's also inconsistent and not very nice when you intend to extrude along a different orientation.

But when extruding a face , pressing 'z'toggles between normal and local axis , but only once , pressing z again does not switch back to normal .

@WilliamReynish but it is here very useful. You could e.g. propose 'n' to toggle between default and normal coordinate system. That could nicely solve many issues.

Sorry , but why can't we go back to extrusion along normal when pressing the 'z'key again ( when transform orientation is set to global )
It worked in blender 2.79 , and it also works when transform orientation is set to local .

This is a bad design choice
