Move Paint Mode Overlays to Overlays popover

In Blender, we have the convention of putting all the overlays inside the Overlays popover.

Mode-specific overlays are also placed here, below the main overlays.

However, inside the paint modes, we don't currently use this. Instead, we have a panel inside the already crowded tool settings area:

Instead, we should do what we do in Edit Mode and everywhere else: Put the overlays inside the Overlays popover:

Most of these are brush options, mixing view & brush options in the one UI would be confusing.

I think these should either stay a separate UI or move shared settings to the overlay struct (which only makes sense for "Show Brush" AFAICS).

It may be less confusing to leave these where they are and rename this to "Display".

Whatever the case, this task shouldn't overlook the issue of mixing brush & viewport settings in the same UI, marking incomplete.
