Short description of error
Objects in gizmo can not be selected.
However, changing to right-click selection in settings will allow you to select objects in the gizmo.
After that, if you change to left click selection in settings, you will be able to select objects in the gizmo.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
1.Place the object close
2.Display a transform or rotate gizmo
3.Left-click another object in the gizmo(You should not be able to select the object)
4.Set Select With: Right in the blender preference keymap
5.Right-click another object in Gizmo(You should be able to select the object)
6.Again Set Select With: Left in the blender preference keymap
7.Left-click another object in the gizmo(You should be able to select the object)

Confirmed.

The interesting thing here, is that the 'bug' is actually the preferred behavior. You should be able to select items through gizmos as long as you don't drag, just like what we do outside the gizmo area.

This isn't a bug, it's more a request for modifying the key-map.

If you want to use the transform gizmos with selection it's already possible:

  • Enable the select tool.
  • Enable the transform gizmos in the gizmo popup.

I also have an issue with this. In 2.81a. When attempting to unravel the mesh (thin faces etc) with close vertices (dupes or near dupes) in 2.80 I could select through the gizmo with shift RMB. Move it etc, Now it isn't possible. Have to turn off the gizmo whenever I'm de-snagging. It's a real pain. Because I use the 'hand' for aligning the scene and most of my moves are along one of the planes it quite frustrating.
