'Snap during transform' enabled (the magnet icon) doesn't work with Scale and Rotate. These still require CTRL to be pressed.

  • enable 'Snap during transform' (magnet icon)
  • Scale or Rotate (no snapping occurs)

No bug here, you can control what snap affects in its drop-down pop-up panel (Affect: Move/Rotate/Scale). Only affecting translation by default was decided because for many users snapping on rotation/scaling is more of an issue than a feature…

I see. Missed that (which means others can miss it too?)

So you need to open the drop-down pop-up panel first to know this. So someone who enables snap for the first time might be wondering why it's not working on rotate & scale. I can see it being useful for experienced blender users, but not too sure as a default.
