Short description of error
Whenever i open any version of Blender i get a CMD window telling me there is an error with the audio (Al Lib: (EE) UpdateDeviceParams: Failed to set 44100Hz, got 48000Hz instead) and the other window is just a white screen and nothing else. I have tried running it as admin, i tried reinstalling the program and nothing seems to work. Also iv'e recently reset my PC fully because theres other programs im having issues with too.

You have to be a bit more specific. Exactly which version of blender did you try?
Are your GPU drivers the latest available from nvidias website?

I apologize for not responding quickly, i didnt get any notifications so my bad.
I used Blender version 2.79 and i have also tried other versions such as the bata (2.80) and older versions but i still got the same error
When i got that error from before i looked into it and done a bit of research and i noticed people were changing their speaker settings from 48000Hz to 44100Hz so i done the same thing and now when i open blender i dont get any error messages on the cmd window, just a big white window and the cmd window with nothing showing inside. I have also made sure my graphics drivers are up to date

Can you attach the output file you get if you run the
blender_debug_gpu.cmd
file? Can you tell me how to do it so I don't forget. I'm currently busy right now so I'll do it later on today and send a reply
Just double click the file in the blender directory.
Im new to this sort of stuff so i dont have a clue what you mean by attaching blender_debug_gpu.cmd. I did look in the blender directory and did not find that cmd file if thats what you are talking about

This file is included in nightly builds from https://builder.blender.org try a build from there first
When i ran the blender_debug_gpu.cmd the program wouldnt close and i waiting for a long time so i decided to closed it my self and i got this. Im not sure if this is what you wanted but this is what it gave me.blender_debug_output.txt
Is seems like you didn't run the
debug_gpu
cmd file. Just thedebug
cmd file.I did run debug_gpu. It told me to press any key to start and wait for the program to close but I was waiting for a long time and it wouldn't close at all so I closed it my self. I've been having other issues lately with 3rd party applications not opening properly and I think blender is linked to this issue. I can only see the applications in task manager not on my screen. I've been trying to figure out what's going on but nothing seems to work. I've even reset my whole PC and made sure it everything was deleted and when I booted back into Windows some of the apps I downloaded (origin, OBS and my drawing tablet driver software) that I had issues with worked so I used them normally for that day and the next day they stopped working and started to show in task manager not on my screen again. I'm just starting to think my hard drive is f*cked to be honest and I'm not sure what to do.

That seems like a hardware issue. I go ahead an close this then.
Hope you manage to find a solution!
