Short description of error
The tooltip popup on the round buttons in the attached screenshot is super-sensitive and disappears on the smallest movement of the mouse/tablet stylus. However, on the square buttons the mouse/tablet stylus can move a little without the tooltip disappearing. This will affect beginners trying to learn Blender, and will not affect gurus who will not need the tooltips. It will affect tablet users more than mouse users as a "mouseover" when using a tablet is a true "hover". I've tried with both mouse and tablet stylus.
Exact steps for others to reproduce the error
1)The screenshot shows the top right of a 3d-view window.
Hover the mouse or preferably a tablet stylus over the "Solid Mode" button (solid white circle). A tooltip should appear.
Move the mouse slightly and observe if the tooltip disappears. It should not.
Hover the mouse over the round "Ortho/perspective view" button (a grid). A tooltip should appear.
Move the mouse slightly and observe if the tooltip disappears. It does, most of the time.

I agree that the tooltip should stay from those round buttons as long as the mouse does not leave the visual button area.
