Short description of error
2.80 ignores hair root and tip radius if the object appended or linked from a file created in 2.79. If you open the file, then the radius is correct.
Not sure if it's a bug or it's a situation of the point of no return in terms of back compatibility.
The file attached is made in 2.79 daily build. The root radius set to 0.1, tip radius set to 0.02. If appended or linked to 2.80 it becomes 1.0 and 0.0 respectively.
Exact steps for others to reproduce the error
In blender 2.80 append or link the cube object from the attached file.
Check out the hair radius settings (in case of append) in the particles tab or try to render. The hair will appear thick.
