Object parenting doesn't show up in the Outliner UI

Short description of error
When I parent an object, either in the Outliner UI or with Python, the parent-child relationship does not show up in the Outliner UI

Exact steps for others to reproduce the error
Open a default blender file
Create an empty plain axes object
Create a cube mesh

PYTHON:
Get a reference to the empty object
Get a reference to the cube and set its parent to the empty object cube.parent = emptyObject

UI:
In the outliner UI, shift-click and drag the cube to the empty object

RESULT:
In the Outliner UI, the cube does not appear underneath the Empty object as it does in Blender 2.79 and earlier. The parenting seems to work; when I move the empty around, the cube moves with it. It's just that it doesn't show up in the Outliner.

Currently the outliner can't display both parenting and collection hierarchy. If you disable display of collections the parenting shows up again. This is a known limitation that we want to address in the future.
