Blender 2.8 Solid mode makes Objects to flicker when Shadow is enabled on Shading #63144

System Information
Operating system: macOS 10.14.3 Mojave
Graphics card: Intel Iris 1536 MB
(Mac mini late 2014)

Blender Version
Broken: 2.8 beta 25ec4b437e9 macOS 64 bit (but happen in every single 2.8 build since Alpha)

Objects in scene flickering while in Solid mode and Shading>Shadows are enabled

Exact steps for others to reproduce the error
Happens right away if you are in Solid mode and Shadows are enabled. Is more noticeable when changing from LookDev to Solid mode.

Here is a scene that where I am having this problem. The problem seem to be visible only in perspective mode. Not in orthographic mode.

I tested the scene from Artturi Mäntsyaari. This propterty is the issue:
sidebar>view>view>clip start
After raising the clip start above 0, the issue is fixed. No bug. Just a incorrect setting in the UI. I recommend this report to be closed.

I have confirmed that @DanielBystedt's suggestion of increasing the clip start does indeed fix this file's visual issue.
