Objects in scene flickering while in Solid mode and Shading>Shadows are enabled
Exact steps for others to reproduce the error
Happens right away if you are in Solid mode and Shadows are enabled. Is more noticeable when changing from LookDev to Solid mode.

@WilliamReynish I'm guessing you can't reproduce this?
@ZedDB No, I cannot. Both on AMD and on Intel Iris Plus Graphics 640 1536 MB

Here is a scene that where I am having this problem. The problem seem to be visible only in perspective mode. Not in orthographic mode.

I tested the scene from Artturi Mäntsyaari. This propterty is the issue:
sidebar>view>view>clip start
After raising the clip start above 0, the issue is fixed. No bug. Just a incorrect setting in the UI. I recommend this report to be closed.

Changed status from 'Needs Developer To Reproduce' to: 'Archived'
I have confirmed that @DanielBystedt's suggestion of increasing the clip start does indeed fix this file's visual issue.
Closing.
