Toggle layers/collection using oldfashion keymap

Graphics card: GTX1080x2

Blender Version
Broken: (example: 2.80, b936d7b16c62, master, 2019-03-31, as found on the splash screen)
Worked: (optional)

Short description of error
Toggle layers/collections doesn't work as usual

I can only turn visibility ON for multyple collections using SHIFT+1..2..3
But can not turn them OFF.

Please help.

Agree a toggle with Shift would be good (even though this is not a bug really).

P.S.: shouldnt the operator really be called OBJECT_OT_show_collection (instead of OBJECT_OT_hide_collection) -- since this seems more what it does?

It 'shows' whichever Collection you pick. Holding shift extends the selection.

In 2.79 you could hold Shift to toggle layer visibility, this was not added to 2.8 for the number key interaction.

Yep, that's what I need for comfortable work. It is logical - switch and toggle ON/OF using the same keymap.
