Stereoscopic view won’t enable in the viewport

Broken: 2.79b

Short description of error
I can’t enable the Cyan-Red sterescopic view in the viewport. I went through all settings I can find, but nothing fixes the issue.
I don't know if I'm somehow overlooking some setting, but I've gone through everything and I can't figure it out.

I've been able to find only one solution, which is to do a factory reset (so I know it's not a hardware issue).

Exact steps for others to reproduce the error

  1. Place the startup file in the Blender "config" folder.
  2. Enable "Stereo 3D" by checking "Views" under the "Render Layers" tab.

Set Preferences > Window Draw Method to Triple Buffer.
