FBX Exporter Breaks with Rigged Character Animation

Broken: 2.80, b462455470f79, master, 2019-04-17
Worked: Until more recent versions of 2.80, but this seems to have broke within the last month or so.

Short description of error
Rigs (Rigify, Auto Rig Pro) do not export correctly from Blender 2.80 in the FBX format. The mesh seems to peel away from the rig. I've exported character rigs with simple animation to Unity 2019.1 and the same version of Blender listed above. They break with strange rotations and ugly mesh results. I'm including my Rigify rigged character - but it seems to occur with other character rigs as well. So, it's not Tigify. It's the FBX exporter.

Exact steps for others to reproduce the error

  1. Open my attached .blend file
  2. Export character with the FBX exporter - export animation as well.
  3. Import into fresh Blender scene or Unity or whatever. It's a broken FBX file.
  4. Check results.
