Short description of error
Applying object scale change the look of the object in workbench.

Exact steps for others to reproduce the error

In the file above apply scale (Ctrl + A > Scale). You should see the look in the viewport changing drastically.
Note that even if I disable Auto Smooth from the Mesh panel the issue is still there.



Event Timeline

Same happens for EEVEE and Cycles. So I would start investigating the apply scale operator...

I see the same effect as in blender 2.79. is this really a bug?

This is not a bug. Vertex normal weighting depends on object space geometry, and if that gets non-uniform scale applied the result will be different.
