Short description of error
You can shift-click on a panel in a tab of the 3dview properties panel to Pin it, but it also lets you shift-click a sub panel and get a Pin indicator even though pinning I don't think makes sense in this case since you can't see a sub-panel without it's parent. Example: Expand the Workspace panel in the Tool tab and shift-click the Filter Add-ons sub-panel header...
Also, the right-click menu for the panel headers is kind of odd looking with its "[ ] Pin|Shift+Left Mouse". The vertical bar and the lack of spacing just makes it look different from everything else. Maybe just "[ ] Pin (Shift+Left Mouse)" or somethng like the way shortcuts are shown in the main and 3dview menus?
The pinning feature would be more discoverable if it always showed a pin icon that would simply be clicked to toggle the pin state.
