Image Crop in VSE Stretches Image Instead of Cropping

Short description of error

When trying to crop a movie clip, the image stretches instead of cropping. I saw a previous post in which someone indicated that this only happened when Image Offset was also checked but in my case, this behavior is happening with Image Offset unchecked. If I check Image Offset, the behavior changes. If Image Offset is checked, the image is shifted in the direction in which I am trying to crop, effectively "sliding" the image to that side of the frame. This is not how I recall the crop feature working previously...

Exact steps for others to reproduce the error
Open VSE
Import movie clip
In Strip tab, click "Image Crop"
Make any adjustment to Top, Left, Right, or Bottom

Attached are some supporting files: two images that show the before-and-after of the effect of cropping with Image Offset unchecked and the Blender Project I am working on.

I should note that I am seeing this in all of my projects.

This is how it's supposed to work,
When you add an image to the VSE it gets automatically scaled to the output resolution .
When you crop it , cropping append before scaling. That's why it can give the impression of the image sliding when changing crop values.

Checking image offset will preserve the original format of the image, then you can crop it and move it as you wish.

Agree, I think that's how it works even if it's not obvious.
