When applying a toon shader outline with solidify and the nodes in the picture below, I get a pitch-black mesh (in this case suzanne) with no lighting whatsoever. I was able to fix it by trying to do the method multiple times.
The untitled.blend file is the one not working, the workingblend.blend file speaks for itself.

Backfacing means the face is being viewed from the backside. Since here it's looking at all the faces from the front, it's expected to be black. There is a second material on the mesh that has the toon shader, but it needs to be assigned to the faces to work.

So there's no bug here as far as I can tell.
