3D View - removing Hotkeys for Toolbar/Sidebar in the View menu throws empty keymap 3D View Generic error in the console.

Open Blender. In the View menu of the 3D View remove the hotkeys for Toolbar and Sidebar. Open the Console ...

Afaik this will happen with any keymap if you make it empty. Not sure if we consider that a bug.

I guess empty keymaps should not show a warning message since it's not necessarily invalid. I consider this very low priority though.
