Blender Version
Broken: blender-2.80.0-git.cc600de6695a-windows64
Worked: Blender 2.79

Greetings Blender developers! You might be aware of the issue, but there are noticeable performance regressions when manipulating mesh in the viewport even with no modifiers used. Ordinary selection operations, move, extrude, operations with proportional editing are noticeably slower in 2.8 compared to 2.79.

Exact steps for others to reproduce the error
Open attached file .blend file, try selecting, manipulating, extruding, using move with proportional editing in latest 2.8 builds.

Append the same mesh in 2.79 and try the same manipulations and notice the difference in performance.
