Short description of error
Selecting many items in outliner is hard or imposible.

Supposing you have a project with and 100 objects outside a collection. How would you select them so you can move them inside a specific collection?

B: box select = can select in outliner a maximum of 10 items because window refuses to "scroll".
Bug: "Box select" is bugged and cannot select items outside "panel". 10 item max= (outliner size depedentant).

A: it is not possible to select "all items" in outliner that are outside a collection.
Pressing a, selects everything regardless settings

  1. It selects everything even if it inside a folder, thus ignores if "folder" expanded or not state.
  2. a button selection ignores flags "Hide collection in view", "Disable collection for viewport selection", "disable collection in view", "disable collection in renders". There is no way to "specifically select" all visible.

Missing Command: Unhide Selected: what if i want to "show" or "unhide" my selection. Alt+H unhides everything.

Missing Command: Windows Shift+Click:
Blender's Shift + Click: selects only 1 extra item. In windows that shortcut selects everything between previous selected + cursor. There is no such equivalent here.
Blender's Ctrl + click does nothing. Same for alt+click.

Conclusion: What was the purpose of giving us "Collections", if one cannot select items to "drag" them to one. You expect me to manually do 100 "drag drops"? With bigger scenes it could be 1000 drag drops.

box select won't autoscroll but will select items even if they overflow outside the outliner window.

with a selection, you can press M or go to 3d View -> Object menu -> Collection submenu -> Move to Collection. edit: I misread.

I think your complaints about how to actually get that selection are good ones, but I believe they are already known. The design of the outliner is still an ongoing discussion; I think T58969 might be a good starting point to see what's going on.

In the meantime this task is probably more akin to a feature request than a bug.
