VSE: Missing import settings in the workspace file browser can cause slow playback and a/v duration mismatch #65746

System Information
Operating system: Windows-10-10.0.17763 64 Bits
Graphics card: Intel(R) UHD Graphics 600 Intel 4.5.0 - Build 24.20.100.6137

Blender Version
Broken: version: 2.80 (sub 74), branch: blender2.7, commit date: 2019-06-11 23:43, hash: 6529d20d79
Worked: (optional)

Short description of error
The 2.80 added a file browser to the VSE workspace, however the file type based import settings are neither visible nor available, so most users will not know they exist.

This can cause a big slowdown in render speed and cause a lot of a/v sync problems(mis-match in a/v durations) if there is a mis-match in fps and resolution between source and project. So it is quite important that the users will have the option to use the file properties as project settings.

NB. currently the source fps can only be copied to the project settings through the (shift + A) pop-up file browser: Use Movie Frame Rate. And currently the source resolution can only be copied to the project from the Menu: Strip > Movie Strip > Set Render Size, and not from the import settings. And only the resolution of the source is visible in the Sidebar > Timecode > Resolution, not the source fps.

As I see it, the solution is to expose the import settings in the VSE Workspace file browser(dependent on selected file types) and add 'Set Render Size' to it. Add the 'Use Movie Frame Rate' to the Movie Strip Menu and add 'source fps' to the Sidebar.

Exact steps for others to reproduce the error
Open the VSE Workspace - there are no import settings visible.
If the filebrowser sidebar is opened no import settings are available.

The import settings are only visible in the file browser which opens through the 'Add' menu.
But in these settings 'Set Render Size' is missing.

This is a usability issue, outside the scope of the bug tracker.

Pre 2.80 users could only import Movies through the Add menu and therefore they where always was exposed to the import options. With the file browser in the default VSE workspace missing the import settings, most people will never know the existence of them, causing a bad experience.

We've just talked about this on chat.blender.org, so leaving a quick comment here: VSE should probably get a way to display the "Adjust last Operations" panel (Operator redo). That way operator settings could be tweaked after the operation. Added item to the TODO list, #55366.

Not sure how maintained that list is(or should be), but I didn't know about it.
Also this task has nothing to do with "Adjust last Operations" panel...

@iss The reason for Julian to mention it here is that the "Adjust last Operations" will allow the users to adjust the import settings through a pop-up. So instead of adding the import settings to the filebrowser, they're are exposed through the "Adjust last Operations" popup.
