"Bpy.ops.object.camera_add" doesn't take the rotation argument into account.

Exact steps for others to reproduce the error

  1. Run this code snippet in Python console:
location = (20.0, 20.0, 20.0)
rotation = (90.0, 0.0, 90.0)
bpy.ops.object.camera_add(location = location, rotation = rotation)
  1. Check camera's object properties: location's applied correctly, rotation isn't applied at all
