connect vertex pairs doesn't work on wires without faces,

needs to be extended to not require polygonal faces for working with wire meshes.

create mesh cube.
delete all faces leaving just the points.
select any two points.
"Connect Vertex Pairs"
nothing happens. no error, no warning and no connected edge appears.

You use edge_face_add() to connect verts that didn't share a face.
