Short description of error
When I move an object off screen then push the "." on the Number pad the selected object does not return to the layout screen. However, if I select the "Object Menu" and then push the "." the object will return to the center of Layout screen.

Exact steps for others to reproduce the error

  1. Select the Cube in the Layout screen
  2. Move the Cube out of view.
  3. Push the Numpad . key (Nothing happens)
  4. Click on the Object Mode menu item
  5. Push the Numpad . key and the Cube returns to the center of the Layout screen.

Are you in edit mode when numpad . key doesn't work? It takes into account the selection, and in this file no vertices are selected so there is nothing to center on. Only in object mode does it take into account object selection.

While I am in the Layout window Object Mode is selected. I have also selected the object in the Scene Collection panel. The background behind the little icon is highlighted after I selected it. I clicked on it. Then I pushed the . on the Numpad. The object does not return to the center of the Layout window.
But when I click on the Object Mode menu item I can then press the Numpad . and the object returns to the middle of the Layout window. Sometimes I have to select the Object Mode menu item several times before I can get the Numpad . to work.

@Craig Kitchens (ckalan1) after you select object on 'Scene Collection panel' (aka Outliner) you MUST move your pointer over 3D View to make working Numpad .
I don't think this is a bug, but a missing Outliner function
