Operating system: windows 10 Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz (8 CPUs), ~3.4GHz

Broken: 2.80,

Short description of error
2.8 was working fine, all of a sudden i can no longer navigate the scene i opened at start up screen. second accessing open menu to open any files is impossible soon as i click anything it just freezes the open menu (only) and i have to click cancel. the third and most frustrating the add-ons tab is completeley blank in the preferences menu. i can not add or adjust any add-ons. scrolling does nothing . deleting reinstalling nothing. i installed 2.79 and it is available there but no way to transfer that to 2.8... please fix

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Your scene loads and seems fine here.

I would suggest doing a fresh download of the 2.80 RC, unzip it to a new location (not over an existing Blender install), and after it is extracted, go into the folder and then inside the "2.80" folder in there create a new folder there named config and that will cause this Blender install to keep its configuration files inside the folder and not share them with any other Blender installations or config files on the system. This should then ask you for your left/right click select option etc. the first time you run this Blender version.

GTX650 have half memory of minimum requirement hardware for Blender.

@GavinScott adding a local configuration is just going to work around the problem, not help us solve this bug.

@shimmeryone8, please run blender_debug_log.cmd bundle with Blender, open the preferences with the missing add-ons buttons, quit, and attach the resulting files here.

Most likely there will be some Python error. This may be due to an add-on breaking the Blender UI, you try loading factory settings to see if that resolves the issue, and figure out which add-on causes the issue. Any problematic add-on can be removed from the %USERPROFILE%\AppData\Roaming\Blender Foundation\Blender\2.80\scripts\add-ons directory.
