Blender 2019-07-15 14-13-50.mp4

System Information
Operating system: Windows-10-10.0.18362 64 Bits
Graphics card: GeForce GTX 1070/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 430.86

Blender Version
Broken: version: 2.80 RC1

Short description of error
Not sure if is a real bug, but I think was necessary to report. I found a strange behaviator in the outliner, when I press the point of the numeric keypad to find the object selected in the scene in case I have many objects, blender changes the view in the outliner following the slightest movement with the mouse.
I have tried both in the collections visualization and in the All Scenes.

Exact steps for others to reproduce the error
Select an object in the outliner, press the . key of numeric numpad
Move the mouse

From your video something definitively looks strange, but I could not reproduce it here.
Could you please share the .blend after your steps? So after I open the file all I need is to move the mouse around.

If one doesn't have a numpad with the numpad . on one can operator search menu in outliner and use show active. That'll reproduce as well. Happens in default blend.

I can confirm it happend in the default scene also, maybe is necessary repeat it few times, I've try to make using show active and in the first time nothing strange was append, but the second time I've see the same strange thing like the numpad point.

Alright, managed to reproduce it. This is something better tackled by the soc-2019-outliner project. There is even already a commit related to that: 33f237d04c.
Said commit brings the element to the center, as if the user was doing it manually. In other words, it does it while respecting the scrollbars. That said it could still support the horizontal scrolling as well.
