I can't reproduce this on the default cube. Does it only happen with a specific .blend file? If so, please attach an example .blend file to reproduce the problem.

Can't reproduce it here, too. Using a GeForce 1080Ti.

The Shortcut Alt+L is not used for the local mode.
To switch to local mode use "/" on the numblock, please or go to viewport main menu->View->Local View->Toggle Local View.

The shortcut "Alt+L" is for activating the "Points normals to target" function.

Maybe this helps:
Close Blender. Erase the Blender 2.8 Roaming folder in your Windows 10 user folder. You'll find it here: c:\Users#yourusername\AppData\Roaming\Blender Foundation\Blender\2.80
Restart Blender. The Reaming folder will be recreated and your Blender installation will be reset to default.

Does it still happen?

It happens in all my files.
But I think it's something else that's the problem. Because I changed the shortcut for local view to ALT + SHIFT + L.
I think the crash occured when I used ALT L to go to Point Normals to Target, and then went straight to Object Mode instead of confirming anything

I can confirm the issue, on the default cube:

  • Enter edit mode
  • Point Normals to Target
  • Press tab
  • Crash

Normally modal operators block events so that you can't change mode while using the tool, that should happen here as well.

Confirmed. Used default "Plane" for the mesh.

This bug isn't existing anymore and seem to be fixed in Blender version 2.83.
