Broken: 2.8 45ae9edbd5 from 2019-07-21
Worked: 2.79b and all previous versions

Short description of error
3DS import and export addon is disabled by default and gives "upgrade to 2.8x required" when you try to enable it.

Exact steps for others to reproduce the error

Open Blender, go to Preferences and try to enable an addon for 3DS files. Addon checkbox will be enabled but you will not be able to import or export 3DS files because it won't show up in Import or Export menus.

That's correct, the 3ds add-on has not been upgraded to 2.80 yet, and it's not longer part of the officially supported add-ons.
