Short description of error
After changing grid scale to custom value added plane has wrong scale and don't match grid.
This problem appear only on plane rest mesh primitives have proper scale.

Exact steps for others to reproduce the error
Open Blender, change grid size to 1,68. Add mesh > Cube (mesh match grid size) delete cube
and add mesh > Plane (mesh does not match grid size)

It works as intended. grid scale is a value for the grid drawing and not the unit of measurement.
If you want to change the unit value go to Scene Properties -> Units -> Unit Scale.

What is weird is that modifying GridScale modifies default size of a primitive.
By default, when you add a cube, its size equals 2 m. A circle or a sphere has a radius of 1m.

If you set GridScale to 1.5, now every primitive has a default size multiple by 1.5. Default Cube size for new cubes becomes 3m. Default radius for new circle and spheres becomes 1.5m.
Although Unit Scale value of Scene was not changed.
Maybe a user preferences option under Editing section for New Objects would be welcomed.

So tell me why other primitives works that's way? It's work that's way for all primitive meshes in Blender 2.8 in every single daily build before Release Candidate, and now don't work. If someone work in gamedev industry especialy on modular pieces with custom grid it's huge issue.
