Drivers not work on render animation

Blender Version
Broken: v2.80
Worked: (optional)

I set some drivers on object scale(the grass and rock), and it work on viewer.

But when i render animation with EEVEE or Cycles, it not work.

Hm, if I have a look with --debug-depsgraph, then I can see something like

for every frame...

not sure what is going on [would need a deeper look], maybe @Alexander Gavrilov (angavrilov) has an idea right away?
