Short description of error
When using paint curves in texture paint or sculpt mode the handles do not use your view for rotation and becomes unwieldy as a result.

Exact steps for others to reproduce the error
From the default startup file select the cube and enter texture paint mode in the 3d viewport. Switch to top view and add a texture slot. Switch the stroke method to curve and create a new paint curve. Add points to the curve, adding handles to them in the process. Select the handles and rotate them with r, they should work as expected. Now switch to front view and try rotating handles again. If reproducible they should be noticeably awkward to handle.

Can reproduce. To help devs reproduce it faster, I made a blend.

texture_curve_rotation.blend

Just rotate the curve and see that it rotates like you'd expect.
Then go in front view and rotate, and it does not rotate like you'd expect.
