Blender 2.8 General UI glitching

Short description of error
The whole UI is glitching, changing colors when I move my mouse, I think the bug is coming from themes as when I go is the associated settings tab, the colors in pickers are changing with the UI

Exact steps for others to reproduce the error
Just run Blender
(I'm not home, it's not my PC but I got the exact same issue in some beta versions with my computer running from an Intel Core I5-7400, 24 Go of RAM and a Nvidia GT 1030

The graphics card (Radeon HD 2600 Pro) is a Terascale architecture GPU; this predates 1st gen GCN and is therefore, as per the requirements page, not supported.

If you want, try looking in Preferences -> Themes tab -> User Interface panel -> Menu Back subpanel -> Inner, and increasing Alpha. (If not that particular setting, then perhaps something in that general area.) edit: if the whole ui is glitching that won't help.

Feel free to reopen this bug if you can reproduce it with the 2.80 release and/or daily 2.8 builds on your (GT 1030) computer.
