Hotkey creation of new scene in Outliner creates anomalous numbering. SOMETIMES you get "Collection1", then "Collection 2.001", then "Collection 3" and "Collection 4", sometimes you get more consistency with "Collection 2.001", "Collection 3.001".

Exact steps for others to reproduce the error
Hover over the Outliner in a NEW SCENE (like, the 2nd scene in a Blend file) and hit "c" to create some new collections. Then, create another scene, and repeat.

Outliner is trying to be smart here, and do its own 'nicer' counting of collections, prior to the default, automated ID naming checks (which will add the .001, .002 etc. numbering).

Nothing wrong here as long as every collection has its own proper name. Thanks for the report anyway.
