System Information
Operating system: Linux-3.10.0-957.10.1.el7.x86_64-x86_64-with-centos-7.6.1810-Core 64 Bits
Graphics card: GeForce GTX 1070/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 418.56

Blender Version
Broken: version: 2.80 (sub 75), branch: master, commit date: 2019-07-29 14:47, hash: f6cb5f5449
Worked: 2.79 any

Short description of error
The operation of mean crease (shift+e) lags a lot, when the subdiv modifier is used.

Exact steps for others to reproduce the error
Open the attached file.
Go into edit mode.
Select an edge loop.
Do shift+e (or mean crease in the N panel) and drag back and forth.

CPU overloads and fps drops drastically.

I can confirm that this is much slower than it should be, but I'm not sure if this is a bug...
The profiler reveals that most time is spent in opensubdiv code.

By the way, not only that. A couple of subdivisions can lag a lot while mesh editing. 2.79 doesn;t suffer from that. A lot of people complain about subdiv performance on editing.
Don't know if it's related, but seems so.

On 2.8 the playback of a shape animation or armature deform are very slow if we use the subdivision modifier. In Maya and Softimage but also the Blender 2.79 the speed is really much higher.
Slowness increases with detailed models with many vertices.
For realistic face and character animations having fast subdivision helps animators see animations in real time, at 24fps or higher. Opensubdiv allows this in many 3D software.
There was a 2014 video where Sergey showed an animated dragon with active and finally fast subdivisions. Now it seems to be back in 2013.
I think the increased performance of OpenSubDiv is a priority for modeling and animation.

Try a 100 x 100 vertex sphere with a simple animated shape. I noticed a difference in playback between 2.79 and 2.8 (using 4 subdivision levels) of 100 times higher in 2.79 (60 fps vs 0.6 fps).

Performance issues with subdivide modifier are known and are being handled in #70826 and #58191
