Short description of error:
When hair particles system is mirrored, mirrored hair particles' normals are flipped. As far as i know i can't flip them without causing distortion to particles.
Exact steps for others to reproduce the error:
Crate a particle system and mirror it, this problem is not obvious at all viewport but eevee especially effected with it. Eevee shows them black and shows them normal at weird angles.
Apperently hair should be Strip in eevee engine settings.
