Blender Version
Broken: version: 2.80 (sub 68), branch: blender2.7, commit date: 2019-05-17 00:03, hash: rB2a9214eaaf04
Also tried it on the latest Dev build: 313b78928970
Worked: (optional)

Short description of error
after opening a .blend file from windows explorer i cant click select any objects in the viewport or the scene outliner, box select seems to work but is rather irritating.
I can avoid the problem by first opening blender with a fresh scene and then File>Open and locate the saved scene

Exact steps for others to reproduce the error
Open a fresh scene in blender (if there is no objects in your scene create a cube or something)
Save the scene
close blender
locate the scene in windows explorer and open it from there
try to select the default cube, light, or camera (or any object you created in that file) by clicking (notice that box select still works but a single click wont work)
try to de-select by clicking on nothing
try to select an object in your outliner

Event Timeline

I can't reproduce the problem, make sure your graphics card driver is up to date on the Nvidea website.
