Multiple CPU cores limited to 60 on blender 2.80?

System Information
Operating system:windows server 2008 R2
Graphics card: "none", using software open32.dll, using commandline only

Blender Version

I am running the rendering on a cluster with 160 cores.
with blender 2.79 / 64bit / cycles everything works fine (full cpu load ~ 99%)
with blender 2.8 / 64bit / cycles stable release it seems it is limited to 60 cores
I tried it with the Threads Mode Auto-dected and also by setting a fixed number of Threads.
System is windows server 2008 R2
How can I solve this problem?

Exact steps for others to reproduce the error
just render it and check the CPU load in the task manager

Please try the latest daily 2.81 build, this may have been fixed by rB8f1a55831c89: Cycles: Fix wrong number of threads on multi-socket machines.
