Abid Maqbool (cto.abid) triaged this task as Needs Information from User priority.

I think, your graphics card not works well with Blender.
However, try installing latest Graphics Drivers From Official Site
Also we need every info to understand the exact problem, simple From Blender itself Help -> Report A Bug

@Abid Maqbool (cto.abid) it worked well in builds before the official release on the same time so I don't the problem with my graphics card.
I edited the task and give you more info.

Then you should try latest graphics drivers (form official site)...
I am unsure prob is caused by gpu drivers but could be... even one function could be used form latest drivers to fix some problem during migration of daily build/RC3 to stable one....
Also try with load factory setting method

This problem is already reported many time from other users, to try mitigate your issue, upgrade your GPU drivers to latest availble from Intel site as already request, however Intel HD Graphics 4000 GPU and older not meet minimum Blender 2.80 and newer requirement

You can check for yourself here if your hardware and software meet minimum Blender requirement

Before you made a new bug report you must use Search box (upper right on Bug Report page) to check if bug/problem is already reported from others users. Duplicating bugreport is a waste of time and resources for developers

Thanks all, I updated my Graphics Card and Blender works fine now.
