We should be able to set the layout of the toolbar in 3D viewport with the "Preferences" dialog #69055

The toolbar in the 3D viewport can be set in three different configurations:

  1. Buttons only, in a single column
  2. Buttons only, in two columns
  3. Buttons in single column, with label text next to it.

Once we set a layout, it remains in effect till we close Blender.
But when we restart Blender, it reverts to layout#1 (single column, no labels).

We can save the two-column layout as default, using the Edit >Preferences > Save preferences menu.
The layout can be saved only by using theFile > Defaults > Save startup menu.

This is not logical: Why is the startup file linked with the default settings?
This control should be provided in the Edit > Preferences dialog, in the Viewport tab.
I expected to see a Toolbar layout section, with three check-boxes:

  • Single-column

    • Show label text also

  • Two-column

(The second checkbox is indented, because it applies to only the single-column layout option)
