Some hotkeys are hidden in the Keymap

Some hotkeyes are not listed in the Keymap, so you can not change it directly. But you can find it.
For example: Gizmo or Time Scrub.

These categories are not in release\scripts\modules\bl_keymap_utils\keymap_hierarchy.py which is why they don't appear in the listing of categories in the keymap preferences. Not sure if there is a specific reason why they weren't included.

Another hidden hotkeys are: Shift + Right mouse (move 3D cursor), CTRL + Right mouse (Lasso select). I would like to change these hotkeys, but it is not possible.

Not exactly sure this could be considered a bug [most likely it is not].

However: @William Reynish (billreynish), @Campbell Barton (campbellbarton) : any reasons we are excluding these?

I think that all hotkeys must be displayed somewhere, not only with search function.

Some of these examples are more to do with how keymaps work internally - they aren't meant to be user-visible.

Other mentioned examples are in fact available in the keymap editor:

...and are also visible in the status bar.

Overall the keymap editor could be nicer in many ways, but I don't think this is a bug.

But they are visible with search (better than nothing :)) If you want to prepare some custom hotkey layout, Gizmo setting is very important.

About "Set 3D Cursor", I just found that it is related to another command: "Move" so my mistake.
