You forgot to upload a simplest possible .blend file as request to reproduce this issue, linked resource will be lost, thus this report lost info.

IMO not related to your problem/bug, you use a pretty old Nvidia drivers, to avoid possible problem, please update your GPU drivers from Nvidia support site

IMO to use select linked, before you must select something. Re done your procedure but before select a face or an edge or a vertex, it will work
select linked of nothing produce nothing selected

i cannot download test file

@Manojlo Please, don't add a complete new task for just add .blend file. here you can add any file type by just drag&drop or directly pasting form clip-board or use this button{F7702632}

Yeah, as the @dark999 asked, for Select Linked All you must select at least on vertex/edge/face to select (rest of the parts of) connected mesh.
Or by @TheRedWaxPolice why you can just select Select Linked under mouse cursor & for that's you must be in correct mode (vertex/edge/face) which is near the mouse cursor...
Not look like any bugs, please let we know...

OK, I think we have this sorted on how to launch the operator (L vs. Ctrl+L).

If I am reading the report correctly ( @Manojlo: correct me if I am wrong ), this was about the Delimit options (Material, Seam, ...) not working?
In you file you have no data defined to trigger this (no Material boundaries, no seams...)

Try this file (there are two materials, seams and sharp edges in here):
#69126.blend

  • move your mouse over the top faces
  • press L
  • use the Delimit options (they should result in different selections, no?)

Please report back if Delimit options are working for you in this file.
