Windows 10 Pro 64 Bit
Graphics card:
RTX 2080ti+RTX 2070+GTX 1070+GTX 1070.
Blender Version
Broken: blender-2.81.0-git.277875492564-windows64 . Blender 2.80 official release 2.80.75
Worked: It seems to be working on this version on Youtube.https://www.youtube.com/watch?v=yAOuZBzEF8E - ver 2.80.53

Short description of error
Results are not as expected.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Bug One.
Start with default cube and move G,Y,9 .
Add Plane and scale S,8 .
Select Cube then Shift Select Plane .
Search- F3,Scatter Objects .
Draw on the plane. Press Enter .
Objects are scattered on the Plane correctly but the original scatter object(Cube) is also drawn at 0,0,0 .

Bug Two.
Repeat the steps above but Apply>All Transforms to Plane and Cube before Scatter Objects command.Press Enter.
Object at 0,0,0 no longer appears but the objects are scattered all over the place above and below the Plane.

Bug Three.
The Scatter controls in the 'N' toolbar cannot be changed while the Scatter command is running. The Scatter controls in the Properties>Active Tool and Workspace Settings tab work as expected.

IMO! No bug/error here...
1. Original Cubeis also on Center (Cube - copy) IMO, Scatter Objects Plugins works as this manners
2. When you apply transform for Plane no affects at all, but when same for Cube, it's origin is effected (set to center of Viewport)... and objects on scattering is placed from origin of every objects
3. Often During specific operation (e.g. Circle Select C) Blender tries to isolate whole editor so that's is why you can't control values from within Viewports -> Numeric Panel... IMO it's expected behavior
