Disconnect between clip threshold setting and actual threshold

Short description of error
Seems to occur when you close blender and open it up again, if you open a save file the threshold number will be where it should be but the actual threshold (apparent in the image) will be greater or less than what it should be, opening up a new project results in the same. Example: Threshold set to .5, close and reopen, threshold is set to .5 but the actual output is that of 1.0, you now need to put the threshold at .25 to achieve .5, you restart the program again this time it may be giving you a threshold output of something closer to 0.01 but the threshold says 0.25. Whether it increases or decreases seems to be at random and the amounts that it does seem to be as well. I have also noticed the threshold being retained in new materials created, even though in any new material it should set to default, even when starting a new project the threshold is retained.

Based on the default startup or an attached .blend file (as simple as possible).
