Short description of error
When having an empty as parent, the affect only origin doesn't work

Exact steps for others to reproduce the error
1- Add a cube.
2- Add a empty.
3- Make cube as child of the empty.
4- Enable Affects Only: Origins.
5- Try to move the empty.

IMO, not a bug...
Affect Only -> Origin effects Origin Point of Objects

& you can't set Origin of Empty Object (currently)
Not only the case with Empty object as Parent of others
that's way with option Affect Only -> Origin you can't do any with Empty Object

This can be marked as closed since in the latest build there is a new option "Parents (skip Children)"

For that case you have to disable Origins and it will work properly. I must admit that for this cases, the workflow is a little bit confusing, therefore I think that Affect Only Origins for Empties should work as if it were any other object.

Dont think we would consider this a bug, empties dont have data that could be moved independently of origin.
The Parents (Skip Children) option seems to work fine, and I dont think Origins with Empties should have an exception just for Empties, it is fine if it is doing nothing in this case imho.

Will close this then (since no remaining issues left afaict)...
