Short description of error
The Y and Z axis of Graph Editor´s Modifier are inverted when applying Noise.

Exact steps for others to reproduce the error
Made a test animation where you can see the object moving in the wrong direction.

Everything is working fine here.

You have a noise modifier on the X and the Z location curves of a bone. These location curves are in the bone's local space, not world space. The bone is moving on its local X and Z axis. The latter happens to align with the world Y axis.
