Parts of interface missing in menu panel!!!!!! ( i.e. 3D-cursor ON / OFF-function is MISSING ) !!!!!!

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
This is the latest Blender version I could download. No newer / improved version is available.

We are sorry, but your GPU is (according to https://en.wikipedia.org/wiki/List_of_AMD_graphics_processing_units) a GCN1 generation GPU, which is too old and is not officially supported by Blender 2.80.
