Short description of error
When I apply an HDRI to the background It shows a multi-colored strobe effect
Exact steps for others to reproduce the error
Link an environment texture node with an HDRI to the background node for the world material Then go into orthographic view

I dont think there is a way to display environment maps in orthographic view like you would expect.
In orthographic view, all camera rays are parallel, and environment spheres are an infinite distance away. Therefore, in orthographic mode, all rays hit the same pixel on the image.
Thus leading to the "strobe effect".
Dont think there is a bug here, closing (@brecht, @fclem: correct me if I am wrong.... dont think it is worth changing this to something more epilepsy-friendly?)
Indeed no bug, it's just what it would look like in reality with a perfect orthographic camera. At some point we might support specifying the distance that the environment is away rather than assuming infinity, but that would be a new feature.

I was going to report this. I could not figure out why the HDR background image wasn't showing and figured out I was in Orthographic View. If you have it follow the camera you get a solid color instead of the strobing effect. I thought somewhere I had enabled an option for a custom viewport color background, but it changed with the HDRI selected for the background. This is not working how one would expect.
