Slave - Ryzen 1600, 8GB DDR4 GTX 1070 (CPU Only Render)

Short description of error
Animation Result (JPG AVI) some frames have a black BAR at the bottom of frame. Maybe 3-5% of height of animation screen size
Exact steps for others to reproduce the error
I attached two blend files, where this happens, (one I just made to see if issues persist.)
I have ensured both computers have the same files in APPDATA in User folder of C Drive
I have seen both computers cpu goes active 100% when making the animation. so I know they are both contributing.
Simply Open 3x Blender on 1 computer and 1x Blender on the 2nd computer
Set the network rendering up. for me Master is 192.168.0.50 port I use 9255
Connect the slaves to master.
Open the blend file in the client
Animate to network.
Based on the default startup or an attached .blend file (as simple as possible).

hi, currently the addon is unsupported in both 2.79 and 2.8. With no developer to handle your bug I'm really not sure what we can do here. Have you tired adjusting frame rate and anything else you can think of?
It's very difficult to reproduce this bug and "Simply Open 3x Blender on 1 computer and 1x Blender on the 2nd computer" would need someone with 2 comps and the technical know how to set up this advanced technique.
Are your video drivers up to date? possibly this could cause issues?

I think I am about to try third party solutions
And with eevee performance renderfarm maybe not so feasible anymore.
I was only experimenting with idea to buy a threadripper or the new 3950X 16c
Or try with 3-4 backup 8c ryzens in network mode.
This didn't really require a solution from blender Devs..
Just was more of a ask!
User amount of people using this feature would be very little and it's all good .
