In 2.80 you can select, in 2.81 - not.
Issue also in outer modifiers like Solidify, Displace
"On cage" option helps

@Brecht Van Lommel (brecht), in pre 2.80 versions, the occlusion was tested using the cage faces.
This behavior has been changed without much consideration.
Whether using the cage, or the final mesh, each case has its benefits.
I wonder if it's really better to go back to the previous behavior.

Of-course old behavior is better. For example, can you select this vertex:

Correct answer, not "Yes" or "No", but "only from specific camera distance". Is it not annoying?

In this behavior you never know can you select vertex or not
