Short description of error
When in 2D animation mode (new 2D animation file) and a new scene is created the user is left with an environment where it is not possible to continue the 2D animation / drawing process, as the scene collection is empty.

Exact steps for others to reproduce the error

  • Open blender
  • Splash screen
  • New 2D Animation file

-> Notice that you can start to draw your scene

  • Create a new scene

-> Notice that the user cannot continue drawing as the new scenes has a empty scene collection

Expected behavior
Creating a new scene should also create the necessary objects and settings similar to the default/startup scene when creating a new 2D animation file.

New scene creates an empty scene, it could be argued it should do something else but I'm not sure, and this kind of design feedback is outside the scope of the bug tracker in any case.
