Images as planes addon not working. Enabled it in addons, not showing up under import or through shift+a.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Cannot reproduce here.

which exact version of blender are you using (generally it is the best to use Help > Report a Bug from within blender, this way this kind of information is already filled out for you automatically...)
Is this also happening in a fresh build from https://builder.blender.org/download/?

There is something weird about your .blend.
If you do --factory-startup and enable Add Images, it shows up in File->Import->Images as Planes.
